The Texas Board of Veterinary Medical Examiners (TBVME) has issued a temporary suspension for Dr. Joshua Harvey, founder of Outlaw Equine, citing gross malpractice, improper drug handling, and a major EIA outbreak tied to his facility.
Timeline & Key Findings
- April 29, 2024 — TBVME’s inspection of Outlaw Equine revealed improper controlled substance logging and non-compliant drug storage.
- May 2024–March 2025 — An EIA outbreak infected 22 horses (21 euthanized) across 4 states. Improper reuse of contaminated syringes and poor sterile protocol were determined as the source.
- February 20, 2025 — A horse was mistakenly given an intravenous injection of penicillin, triggering seizures and trauma. The mare survived, but the incident highlighted critical training failures.
- March 12, 2025 — A second site inspection uncovered fraudulent prescriptions for anabolic steroids, severe overdosage, and a lack of valid veterinary-client-patient relationships (VCPRs).
- May 2025 — Dr. Harvey was accused of practicing while intoxicated and of physically and sexually assaulting employees. Police confirmed open investigations and a recent arrest.
- June 30, 2025 — Dr. Harvey voluntarily surrendered his DEA registration due to ongoing federal violations.
Prior Disciplinary History
Dr. Harvey has four prior orders on record with the TBVME, dating from 2009 to 2019, involving violations such as unlicensed practice, improper recordkeeping, and controlled substance mismanagement.
Allegations Against Outlaw Equine Staff
Dr. Danielle Araujo Barbosa, an unlicensed individual, was found to be performing surgeries (including castration) and blood draws at Outlaw Equine while documenting Dr. Harvey as the attending vet. The Board deemed this a direct violation of professional ethics and state laws.
Connection to the EIA Outbreak
As previously reported in our earlier article, the EIA outbreak that devastated parts of the equine community was traced back to improper procedures at Outlaw Equine. The Board's findings now formally attribute responsibility to Dr. Harvey’s practice and oversight.
Suspension Terms
The temporary suspension took effect on July 1, 2025. Dr. Harvey is barred from any veterinary practice, supervision of clinical staff, or prescription activity. He may continue only administrative work and must not appear to be offering care of any kind.
An informal conference will be held within 14 days to determine whether formal disciplinary proceedings will move forward.
For horse owners and industry professionals, this marks a pivotal moment in upholding safety and integrity in veterinary practice.
